Ryzen 3, GA-AX370 Gaming Motherboard and Ubuntu 18.04 Stability

I've installed Ubuntu 18.04 LTS on my PC with Ryzen 3 2200G APU and GA-AX370 gaming 3 motherboard. Some people say that just installing the latest Ubuntu kernel is sufficient and after installing 4.17, problems do not occur.

https://www.amd.com/en/support/kb/release-notes/rn-prorad-lin-18-40

Above is the link to the latest amdgpu driver for linux. My question is, what do I install? Both, former or latter. Will installing kernel 4.17(which is not signed) create problems because dependencies might not be built on it(if this makes sense)? Will installing normal ubuntu with 4.15.0.38 or 4.15.0.39 get rid of stability problems alongside amdgpu installation?

I face 3 problems, one is during booting, grub doesn't show up, once I've entered my encryption password sometimes the boot doesn't proceed and the size of the icons , terminal and everything is gigantic sometimes.

P.S. I want my system to be highly secure, such that preferably I do not want to update with unsigned repositories unless absolutely necessary
