Tomcat 9: authbind not working for port 80

I'm trying to set up a web server on my Raspberry Pi using Tomcat and I tried using authbind to allow Tomcat to run on port 80 but I still get no permission. I have followed these steps exactly:




  1. Installed authbind via sudo apt-get install authbind (did this with no errors at all)


  2. Did these three commands after logging into root by doing su (and doing exit after):



    touch /etc/authbind/byport/80
    chmod 500 /etc/authbind/byport/80
    chown pi /etc/authbind/byport/80



  3. Creating setenv.sh in the bin folder of Tomcat with this in it:



    CATALINA_OPTS="-Djava.net.preferIPv4Stack=true"



  4. Changed the final line in startup.sh to this:



    exec authbind --deep "$PRGDIR"/"$EXECUTABLE" start "$@"



Still doesn't work.
