Do LaTex CLI tools exist for generating templates [on hold]

I was wondering if there were any command line tools which generate latex templates. Something like:

latex new article --name yourfileName

The way I was doing it now is just copying some files over. I could possibly write some aliased commands myself but I wanted to know if there was something out there for ubuntu already.
