Linux Broke Suspend / Sleep in Windows

I have an old thread, Sleep mode drains battery very fast, which reports an issue with linux, sleep mode doesn't sleep the CPU. I've foramtted evertything, even reflashed the bios, now windows does the same thing as ubuntu, the cpu isn't sleeping anymore. and the sleep mode drains battery in a couple of hours. It behaved properly before, I am quite confused.
