Nvidia 1080Ti coil whine and GPU Boost 3.0 issue

MY STORY
Hello,
I built a computer for more than 3000 EUR and I have a serious issue with the graphics card. I removed the OEM cooler and installed the water cooler using NZXT Kraken X42 (RL-KRX42-01) and NZXT Kraken G12 (RL-KRG12-B1). Everything was fine until I heard coil whine. I am 75% sure I heard it with the OEM cooler too. I Googled the cause of the coil whine and it seems to be completely normal but I am not sure. After that I found that the graphics card is going to be at a higher frequency than it should go (max. 1750 Mhz - real over 2000 Mhz). This also causes coil whine and game crashes ( PUBG will crash after 4 seconds). Next I found that something like GPU BOOST 3.0 causes my issue.
How do I get rid of it? I can not disable GPU BOOST. I installed MSI Afterburner. In this sofware I can lock frequency to 1750 Mhz but this is not the proper way.
Why exists something like GPU BOOST 3.0 that I can not turn it off. If i will set a max. 60 FPS lock in PUBG everything is OK but WHY I have to limit myself when GPU is designed like that with this feature?
