run hook “configure”: cannot perform operation: mount --bind /snap/core/current//etc/nsswitch.conf

I'm trying to install nextcloud via snap, but I run into an issue:

sudo snap install nextcloud
error: cannot perform the following tasks:
- Run configure hook of "nextcloud" snap if present (run hook "configure": cannot perform operation: mount --bind /snap/core/current//etc/nsswitch.conf /tmp/snap.rootfs_4BMZM5/etc/nsswitch.conf: Permission denied)

I tried checking for both /snap/core/current//etc/nsswitch.conf and /tmp/snap.rootfs_4BMZM5/etc/nsswitch.conf: the former exists, the latter doesn't exist (also folder /tmp/snap.rootfs_4BMZM5/etc/ doesn't exist - creating it manually doesn't help since snap appends random character at the end of rootfs_ each time).

I'm using Ubuntu 18.04.2 bionic beaver with snap/snapd 2.37.2.

What could cause the issue and how should it be resolved?
