Should wireless headphones have low volume when wired?

I purchased a pair of JBL E55BT Bluetooth headphones. They included a cord for wired use in regular headphone jacks. When used wired the sound was very low. To hear the sound I had to turn the volume to its highest level and with that I could just hear it. I experienced this on my PC, Samsung smartphone and tablet.
Is this normal behaviour for Bluetooth headphones or is this a defect in my pair?
These were my first pair of wireless headphones, and I didn't see any reference to this in the research I did before purchase. When used wirelessly through Bluetooth I had the full range of volume I would expect. I've owned several wired earbuds from Sony, Marley and Apple that I've used on my devices and they all had good volume.
