Can't boot into newly installed ISO
I'm switching my computer over to using Ubuntu and it's working but with a significant catch. If I run Ubuntu off the bootable flashdrive I made, I can run the OS just fine. However, when I select "Install from flashdrive," I go through the steps to install Ubuntu, get to the end and have to restart, then it puts me right back in the boot from flashdrive menu. If I try removing the flashdrive after selecting restart, it says that I have no bootable devices. If I try installing again, it shows that Ubuntu is already installed and I have to either delete it or dual boot with it (and neither of these options work).
I'm currently in the "Try without installing" option and I can see that the D: drive (1 TB HDD) hasn't been reformatted (has all my old stuff on it) where as the C: drive (256 GB SSD) has been reformatted and has all the directories I would expect (bin, boot, cdrom, etc). The weird thing is that both drives are mountable and ejectable, which I suspect is either the cause of or related to my problems. I can't find the flashdrive which I assume means it is being used as Home.
Sidenote: I also don't have permission to access the root directory in C:/.

The issue is that I’ve now switched back to having the hard drive where the OS is installed as the first boot option but it’s just being passed over because it is for some reason not bootable.

So, do you have a bootable OS on your hard disk? If not, when’s the last time you did? Did you (at some point in the past) go into the BIOS and tell it to boot from the USB drive only?
