Data fill in excel

I need help to fill empty cells in the Excel sheet.

if you look at the data, INNO_PS has value for 2011H1. I want to put the same value (yes/no) in the previous cell (next to 2010H2) of INNO_PS column if CompanyID is same. OR, I can make different column (say, INNO_pro) with the same condition.
How can I fill INNO_PS column or make a new column with the condition stated above? Please help.

Can you please edit you question to let us know what you've tried so far, what the expected output is exactly and where the problem is exactly? You may also want to clarify "...if CompanyID is same." -- the same as what?

It is a panel datasheet. few companies have data for more than one wave. I want to fill INNO_PS variable. I have data only for 2011H1 wave but I need to same data in 2010H2 for same company (which is known as CompanyID). For example, CompanyID 6 has "No"for 2011H1 in INNO_PS variable, I need to put "NO" in 2010H2 for CompanyID 6. I do not need any value for the firm which has frequency 1 (for example CompanyID 5 or 11). They will be remaining blank.
