How should I turn Bluetooth if it is not available in win10 action center

I ha a upgraded my laptop to Windows 8.1 pro to Windows 10 pro and yes my laptop was upgaraded from Windows 7 home to Windows 8.1 pro then to Windows 10 pro still in the action center there is no option of Bluetooth button what should I do
Please someone help me to fix this problem
