Tab key gets stuck on double tap

I'm having an issue with my installation of Ubuntu 18.10. If I hold or double tap the Tab key, it seems to get stuck as if I'm holding the key. It will register anywhere between half a dozen and 20 keypresses. Quite frustrating when tabbing through forms or alt-tabbing.

Sticky keys are off. Disabling repeat keys solves the issue; however increasing the delay does not. The issue is present in Gnome/Xorg, Gnome/Wayland, Fluxbox, XFCE, and any TTY.

My laptop is a Lenovo ThinkPad E570. There is no BIOS option for this. The issue is not present under Windows. It makes certain tasks nearly impossible. The issue seems to be only present with the tab key. It may be in my head, but it does seem to be getting worse with time.

Any ideas?
