How to choose cmd path from python?

I have a code that goes something like this:
file = open('cmd.bat')
file.write('cmd.exe')
file.close()
import os
os.runfile('cmd.exe')
When it runs the command prompt, it runs in the directory where the program is saved (Somewhere along the lines of C:UsersMeOneDriveDesktopPythonProgramsCMD launchercmd.bat). How can I make the command prompt open in C: without manually typing cd ..
