ERESTARTSYS Error

This error is called a restartable system call error. I got this notion but I cannot make sure whether I understood it correctly.
When a user-space process wants to access a file and to make an operation on it, the device can be busy; any other operation can be performed on it. This is a very common situation because CPU is faster than peripheral devices. In this case, that process will have to wait until another operation is completed. This is both waste of time, and making the processor busy. Hence, request of that process is postponed later.
This is what I understood from this error.
Is it correct ?
