what is “pending verification” in windows update? does it mean i need to restart?

When I want to run a program to install by using Run Advertised Programs, I get a message that something's running and can't be run. When I check the windows update status there are many things prepare to install or pending restart. Do I need to restart or wait til it finishes downloading or installing on "pending verification?"

The windows updater is using a resource or has stopped a service that it is updating. Sometimes you can just wait until the install is complete, but most likely you will need to restart to have the components properly upgrade.
