I can't resize partition/ disk while I am trying to create a new partition using Gpart in ubuntu 18.04

I want to create a new partition using gpart application for my ubuntu 18.04.this is the first image but when I try to move the arrow to create the new partition the arrow does not move.this is the picture Any one who can help...
