ROBOCOPY /XO fails to detect one newer file

I am using the XO option and usually it works fine. However, I am now faced with a situation where one file in a particular folder that is stubbornly not copied over, even though the source file's Created and Modified dates are both newer than the copy in the destination.

Source file properties:

Destination file properties:

Both machines are in the same time zone. Even accounting for possibly different time zones, the difference of more than 24 hours would make it not possible for the source file to be thought older than the destination file.

What could be the cause of this problem?
