xcode's libtool cannot find libfl.a

I get the following error when attempting to run make on my system error: /Applications/Xcode.app/Contents/Developer/Toolchains/XcodeDefault.xctoolchain/usr/bin/libtool: can't open file: /usr/local/lib/libfl.a (No such file or directory)
When I cd to /usr/bin/lib I clearly see the following:
jmlmbp:~ jml$ cd /usr/local/lib/
jmlmbp:lib jml$ ls libfl*
libfl.2.dylib
libfl.a
libfl.dylib
libfl.la
jmlmbp:lib jml$
Does anyone know why this might be an issue?
I can post more info if needed.
