Software sollution for hdd data access by different users

Here's the problem:
Data is on an external HDD and people are supposed to just copy it off it, however people are monkeys and regularly data goes missing cause they cut instead of copy or edit stuff on the hdd instead of their internal drive.



Is there a Software sollution or code which would do one of the following things:




  1. only give copy access to users.

  2. automate the copy process so they would have some kind of UI to choose the content they need which then gets transfered automatically.


The whole thing could be run on a PC instead of a HDD but external HDD is prefered.
Bonus points if the user does not have to install anything on their end.
