High swap usage and low memory usage on headless server

My headless Ubuntu (18.10) server is regularly using 30% of my memory and 60% of my swap space, even though I've set vm.swappiness = 1:
total used free shared buff/cache available
Mem: 6.8Gi 1.6Gi 198Mi 13Mi 5.0Gi 4.9Gi
Swap: 2.0Gi 1.4Gi 664Mi
I've verified (after rebooting) that my custom swappiness is indeed set, so why is my server using so much of my swap space, when there's still so much memory available?
