Change Border Color in Windows Photo Viewer in Windows 10

I'm not certain about title, sorry about that. My problem is I want to Photo Viewer like in first photo. Up border is white, but down is blue or whatever my theme is. But I can select both white or both blue. If i change setting to (direct translation) "title bars and window borders/edges" it will do to my theme color, if I disable it, it will do both white. I was using upside white down blue on my old computer, I bought a laptop and sold the old one. Thanks for your help.
