That is the *best* way to configure second apache, on different port+config?

I need two apaches because of different modules, may be I can do it myself, but what is the best way to configure second apache with different config for different php version?
Main apache stay with system config, and current php7.2. Second should use php5.6
Thats for local server, and local development, and think they should listen on different ports. Then I specify correct port depending of site myself.
