Apache localhost not working at all on Macos Sierra with Vagrant

I am running macos Sierra and had Apache configured and working perfectly which i tested running small scripts.



I also had Vagrant running (i think it was 1.7) which I used to SSH into to update a site.



Everything was working fine until I upgraded Vagrant and installed a new VM which had PHP7.2



Now I can't get in localhost at all. First of all I was getting a 403 error when trying to view anything on localhost then I tried following the first answer in this question https://stackoverflow.com/questions/39631351/apache-localhost-403-forbidden-with-macos-sierra which made the problem worse. I've now undid what this answer suggested but still get the same problem.



The browser works fine until I attempt to go to http://localhost and then the whole browser locks up completely and is not usable. I have to force quit the browser and reopen if i need it.



It just seems to be of a coincidence that it stopped working after upgrading Vagrant.



What else can I check as something must have changed to make it stop working?
