Why do certain connections time out in Kubuntu 18.04

Recently I learned my laptop running Kubuntu 18.04 refuses to connect to certain servers. Major websites like Google, Netflix, and Amazon seem to work fine, but others will never respond and just time out. Also some websites will ping or traceroute fine (albeit slowly) but then time out when I attempt to open them in a browser. I know it is not my router or ISP because everything connects perfectly fine on my phone. I have attempted many possible solutions but none of them have worked, including:
Disabling ufw, disabling system-resolve, flushing iptables, restarting networkmanager (this used to help for a few minutes at a time, but no longer does since a reboot), changing kernels, and of course rebooting.



My laptop is an Asus K501UX running Kubuntu 18.04 with Linux 4.13.4 generic. If it helps this machine uses an Intel Dual-Band Wireless AC 7265 adapter which I have had issues with i the past but had been rectified up until today.
