Elementary OS has the the best picture in picture mode by letting me select the portion of the screen I want and it doesn't have any bars/borders around it. Please take one minute to watch a demo here https://www.youtube.com/watch?v=6FbQzF6h8DA. It works for any portion of the screen selected.

The extension mentioned in the answer here lets your trim the borders so that you can only see a portion of the other window as you want.

Also, WindowSpy, mentioned here works similarly, letting you select a specific area and allowing trimming borders too. Since there are multiple alternatives already present in the different answers that seem to fullfill your requirements, I agree it's a duplicate.
