Elementary OS has the the best picture in picture mode by letting me select the portion of the screen I want and it doesn't have any bars/borders around it. Please take one minute to watch a demo here https://www.youtube.com/watch?v=6FbQzF6h8DA. It works for any portion of the screen selected.
