Does Ubuntu 18.04 have trouble in recognize two NVMe SSDs?

My server has two NVMe flash SSD drives. It had no problem in using them with Ubuntu 16.04, but after I re-installed the server with Ubuntu 18.04, it detects only one NVMe drive. I switched the slot locations of those two NVMe drives, but the trouble stayed.
If I take out either one of them, everything is fine. When I re-installed the server with Ubuntu 16.04, it detected the two NVMe drives just fine.
I wonder what's wrong with Ubuntu 18.04 ? I cannot find any document implying such a bug.
