You mean when there's already an expectation that you wear a tie? In what context do you mean? Day-to-day work? An interview? A formal dinner? What's your actual problem? Are you facing a possible situation where you need to wear a tie and you're considering wearing such a tie? If so, can you give more information about that? Or are you simply curious? We may be able to tell you whether it's okay to wear such a tie in some given situation, but telling you how often such ties are worn is much harder to answer.

There is a lot of world outside the US, and a lot of different situations that may affect what clothes are customary. I wear different clothes to go to the opera from the clothes I wear to groom a horse. You need to specify both a country and a type of situation.
