A shared library loads under root with python but not under a regular user

Im trying to load dlib in python but it loads fine under root but not under regular users. They both use the same python at:



  /usr/local/bin/python


But under root dlib works fine and seems to use:



 /usr/local/lib/python2.7/dist-packages/dlib.so


but regular users get an error importing dlib:



import dlib
ImportError: libboost_python-py27.so.1.49.0: cannot open shared
object file: No such file or directory


and there it is. there is no:



/usr/lib/libboost_python-py27.so.1.49.0 


Located on the system! Any ideas how to patch this back together?
