PyGObject Virtual Environment Installation Ubuntu 18.04

I've been successful installing the PyGObject environment into the global libraries and have tested it with the sample Hello World program. However, I want to install it into a virtual environment. Thus far, I've only been able to do that via including the site packages when I create the environment. When I attempt to pip the PyGObject package into the virtual environment it fails. I've seen other people have had the same issue. Does anyone know how to do this without including the whole site libraries when creating the virtual environment? I would think that the PyGObject team would want to make this easy if they want developers to use their code.
