Kernels not upgraded when going to 18.04.01 LTS

Just performed do-release-upgrade today on my headless server to go from release 16 to release 18.04.1 LTS. Seemed to go OK, but did get an error about kernels 4.4.0-135,137,138,139 being unsigned, stopping grub from being upgraded. Executing "lsb_release -a" gives me "Description: Ubuntu 18.04.1 LTS". Executing "uname -a" gives me "Linux version 4.4.0-87-generic". How come I don't have the latest kernel, and what's the best way for me to fix this without doing a fresh install?
I tried doing a manual kernel upgrade to 4.15.0-041500-201802011154, but that didn't seem to stick after reboot; still on 4.4.0.
